The custom level editor is accessed on the second page of the level selector. You have to click on "Custom Map" which makes the "Create Map" and "Load Map" buttons pop up.
A splendid experience! Reminded me of Doom: Eternal with its fast-paced movement- and positioning-focused gameplay, thrilling health system forcing you to rush right into the middle of the fight, and long walls of story text.
